Liputan6.com, Jakarta - Penyedia indeks global Morgan Stanley Capital International (MSCI) membuka konsultasi usulan perubahan status pasar saham Indonesia menjadi standalone market (pasar mandiri) dari emerging market (pasar berkembang) pada 15 Oktober 2026.

Adapun hal yang melatarbelakangi konsultasi ini MSCI mencatat meski otoritas pasar modal Indonesia dalam hal ini Otoritas Jasa Keuangan (OJK), Bursa Efek Indonesia (BEI), dan PT Kustodian Sentral Efek Indonesia (KSEI) telah mengumumkan berbagai langkah reformasi seperti transparan kepemilikan saham di atas 1%, pengawasan high shareholding concentration/HSC, dan peta jalan free foat 15%, investor institusi global menilai implementasi dan dampaknya belum terlihat secara konsisten.

Dalam update Pasar Modal MSCI-Indonesia dikutip Senin, (19/10/2026), menyebutkan, posisi saat ini MSCI membuka konsultasi usulan potensi perubahan ke standalone dari emerging market. Batas akhir masukan dari pelaku pasar dalam konsultasi ini pada 30 April 2027.

MSCI akan mengumumkan keputusan final dari konsultasi tersebut paling lambat Juni 2027.

Pada materi update pasar modal itu disebutkan Indonesia tetap layak emerging market (EM). Dalam catatan materi itu disebutkan, kapitalisasi pasar Indonesia mencapai US$ 498 miliar, inflasi 3,28% dan sembilan saham di MSCI Standard Index sedangkan berdasarkan ketentuan minimal tiga.

Selain itu, melihat dari aspek arus modal, Indonesia tetap layak emerging market karena modal bebas keluar-masuk. Dari sisi valuta asing, cadangan devisa tercatat US$ 146,3 miliar dan kegiatan operasional Bursa Efek Indonesia (BEI) normal dan likuid serta tanpa sanksi.

Terkait kualitas data yang menjadi sorotan MSCI, hal itu sedang dibenahi. Pada 27 Januari 2026,MSCI menerapkan pembekuan atau freeze sementara perubahan indeks Indonesia. Merespons hal itu, OJK, BEI, dan KSEI bergerak mengumumkan paket transparan dan free float pada 29 Januari 2026.

Reformasi pasar modal oleh OJK dan SRO antara lain:

Transparansi: publikasi kepemilikan saham di atas 1%, granularitas klasifikasi investor dan ultimate beneficial ownership (UBO)
Terkonsentrasi: High Shareholding Concentration (HSC), saham HSC dikeluarkan dari indeks utama dan price impact ratio-HSC
Likuiditas: peningkatan batas free float 15%, penghapusan harga minimal, dan implementasi short selling.

Pada 20 April 2026, MSCI mencatat dan menilai reformasi. Selanjutnya pada Juni 2027 menunjukkan classification review mengakui reformasi.

OJK juga bertindak tegas dengan memberikan denda yang diumumkan pada 16 Oktober 2026 bersama DPR, BEI, POLRI dan Danantara. Denda kepada pihak-pihak terkait yang melakukan pelanggaran dalam transaksi saham atas tiga emiten. Jenis pelanggaran itu yakni manipulasi pasar dengan denda Rp 1,5 triliun untuk satu perusahaan tercatat dan pelanggaran proses Initial Public Offering (IPO) Rp 600 miliar untuk dua perusahaan tercatat.

Adapun penegakan hukum yang dilakukan sepanjang 2026 yakni sembilan kasus pidana, 23 perusahaan tercatat kena sanksi dan 1.184 sanksi pelaporan.
