Mirae Asset: Usulan MSCI soal Standalone Market Tak Terduga — Karyawan melintasi layar yang menampilkan Indeks Harga Saham Gabungan (IHSG) (Liputan6.com/Angga Yuniar)

Liputan6.com, Jakarta - Kepala Riset sekaligus Kepala Ekonom PT Mirae Asset Sekuritas Indonesia Rully Arya Wisnubroto menyebut usulan MSCI menurunkan status pasar saham Indonesia ke standalone market sebagai kejutan besar, begitu juga dengan para pelaku pasar yang tak membayangkannya.

"Sebelumnya memang ini extremely unanticipated. Tadinya kita berharap yang difokuskan bukan masalah reklasifikasi, tetapi lebih ke masalah freeze dan unfreeze," kata Rully dalam Mirae Asset Sekuritas Media Day 'Navigating Uncertainty: A New Perspective on Indonesia's Market', Selasa (20/10/2026).

MSCI membuka konsultasi atas usulan itu pada 15 Oktober 2026. Masukan pasar ditampung hingga 30 April 2027, sedangkan keputusan final diumumkan paling lambat 30 Juni 2027.

Sehari berselang, IHSG anjlok 11,6% ke 5.185, penurunan harian terdalam sejak 1998. Investor asing mencatat jual bersih Rp 85,7 triliun sepanjang tahun hingga 15 Oktober, lalu menambah Rp 3,3 triliun pada 16 Oktober.

Ditanya soal imbas keluarnya saham HSC terhadap target IHSG, Rully menyebutkan, IHSG sudah menyentuh batas bawah proyeksi Mirae.

"IHSG ini sudah menyentuh level worst case kita, yaitu 5.500," ujarnya.

Pada Juli, Mirae memangkas target akhir 2026 menjadi 6.800 dari 10.500, dengan skenario optimistis 7.800.

Rully menyebut salah satu langkah baru BEI saat ini, yakni keluarnya saham HSC (high shareholding concentration), sebagai langkah jangka pendek yang diperlukan agar saham berkonsentrasi tinggi tak mudah "digoreng".

"Mau tidak mau memang harus lebih dibuka lagi kepemilikannya supaya tidak terkonsentrasi, sehingga saham-saham itu tidak mudah dimanipulasi," ujar dia.

Mirae Asset Optimis Indonesia Bertahan di Emerging Market

Ia menegaskan Mirae tidak meliput saham berlabel HSC."Saham HSC bukan berarti buruk, ya memang enggak semua, dua hal yang mungkin saling terpisah, tidak saling terkait, bukan berarti memang saham HSC ini memiliki fundamental yang baik, tapi juga apakah HSC itu semua baik? Mungkin tidak juga. Dan saya tegaskan di sini bahwa dari Mirae Asset sendiri tidak meng-cover saham-saham yang berkelola HSC," ungkap Rully.

Paparan Mirae mengakui potensi penyesuaian harga pada saham HSC berbobot besar jika dana berpatokan IHSG melakukan rebalancing. Meski keluar dari indeks, saham HSC tetap bisa diperdagangkan dan fundamentalnya tak otomatis lemah.

Rully optimistis Indonesia bisa bertahan di status emerging market.

"Saya masih cukup optimistis sampai dengan Juni 2027, Indonesia masih akan tetap berada di status emerging market," ujarnya.

Ia menuturkan, ada sejumlah pekerjaan rumah otoritas untuk mempertahankan status. Hal itu mencakup transparansi, free float minimal 15% yang berlaku bertahap sejak Maret 2027, serta penindakan coordinated trading. OJK menjatuhkan denda Rp 2,1 triliun kepada pihak terkait pada 16 Oktober.

"Sebenarnya perkembangan dari free float 15% itu mungkin saat ini sudah cukup encouraging, cuma memang pace-nya harus dipercepat," ucap Rully.

"Kita harapkan mungkin akan bisa dihasilkan suatu keputusan yang positif, apapun keputusannya itu nanti. Kita harapkan sebenarnya itu akan lebih baik lagi dalam mengelola pengembangan pasar modal di Indonesia," ia menambahkan.
