Liputan6.com, Mojokerto - Badan Pengawas Obat dan Makanan (BPOM) mengamankan sarana produksi kosmetik ilegal di Kota Mojokerto, Jawa Timur . Berdasarkan hasil pemeriksaan di sana ditemukan produk kosmetik seperti krim, losion dan toner tanpa izin edar yang diduga mengandung bahan dilarang dengan nilai ekonomi Rp 16 miliar.

Kepala BPOM Taruna Ikrar mengatakan pada saat pemeriksaan di sarana produksi ditemukan mesin mixing, filling, dan coding, bahan baku, dan kemasan yang digunakan untuk memproduksi kosmetik di sarana yang tidak memiliki perizinan berusaha di bidang kosmetik.

Ditemukan juga bukti penyimpanan bahan baku obat di sarana seperti deksametason, klindamisin fosfat, triamsinolon asetonida, metronidazol, betametason dipropionat, dan mometason furoat.

Berdasarkan hasil pengujian laboratorium, produk yang di-sampling terbukti mengandung bahan dilarang dalam kosmetik meliputi asam retinoat, deksametason, hidrokinon, dan mometason furoat.

Risiko kesehatan dari penggunaan kosmetik mengandung bahan obat seperti asam retinoat adalah kulit kering, rasa terbakar, dan gangguan janin pada wanita hamil (bersifat teratogenik). Kemudian, bahan obat deksametason pada kosmetik dapat menimbulkan dermatitis kontak, jerawat, kemerahan pada kulit, dan berkurangnya produksi hormon.

Lalu, hidrokinon pada kosmetik dapat menyebabkan penggelapan warna kulit, serta perubahan warna kornea dan kuku. Sedangkan mometason furoat dapat menyebabkan atrofi kulit dan gangguan sistem pelepasan hormon.

"Yang kita temukan di Mojokerto, Jawa Timur ini tidak memenuhi ketentuan standar keamanan, kualitas dan khasiat. Itu berarti merugikan dan berbahaya bagi masyarakat luas, untuk itulah kita bertindak," kata Kepala BPOM, Taruna Ikrar saat berada di sarana produksi tersebut pada Senin (19/10/2026) yang dipantau secara daring.

Berdasarkan hasil pengujian laboratorium, produk yang di-sampling terbukti mengandung bahan dilarang dalam kosmetik meliputi asam retinoat, deksametason, hidrokinon, dan mometason furoat.

Omzet Penjualan Capai Rp 9 Miliar per Tahun

Produk dari sarana tersebut telah didistribusikan ke berbagai wilayah di Indonesia. Produk-produk tersebut diketahui dipasarkan kepada klinik kecantikan dengan omzet penjualan mencapai Rp 750 juta per bulan atau sekitar Rp 9 miliar per tahun.

“Pelaku usaha secara sengaja memproduksi kosmetik pada sarana yang tidak memiliki perizinan berusaha di bidang kosmetik dan menambahkan bahan dilarang dalam kosmetik sehingga tidak ada penjaminan terhadap keamanan dan mutu produk yang diedarkan," lanjut Taruna Ikrar.

Saat ini, kasus tersebut masih dalam tahap pengembangan dan pendalaman lebih lanjut untuk mengungkap pihak-pihak yang terlibat serta modus pelanggaran yang digunakan. Dengan temuan tersebut, pihak sarana dapat dikenai sanksi administratif sesuai ketentuan, termasuk pemusnahan produk.

Kepala BPOM menegaskan bahwa BPOM siap menindak tegas pelaku usaha yang memproduksi serta mengedarkan produk yang ilegal dan tidak memenuhi ketentuan (TMK) sesuai dengan ketentuan pada Pasal 435 Jo. Pasal 138 ayat (2) Undang-Undang Nomor 17 Tahun 2023 tentang Kesehatan. Pelanggaran tersebut dapat dikenakan sanksi pidana penjara hingga 12 tahun atau pidana denda maksimal Rp 5 miliar.
